Age Exemption Policy for Recreational Players
It is recognized that age divisions are a necessary component of youth soccer. They ensure that children are grouped based on their physical, emotional, and social development, affording each child opportunity to thrive in the safest, least restrictive environment possible. However, there are also times when exceptions to a strict age deadline would advance these objectives.

Therefore, this policy is intended to permit students in the same school grade, born shortly before the age cut off, to play soccer with their classmates on recreational teams that are registered with the MAYSA district.

The following criteria must be met for Age Exemption Eligibility:

  1. The request for exemption must be initiated by a player's parent(s) or guardian to the club.
  2. The player must be participating on a recreational team playing in a recreational division of play.
  3. The player must be in the same school grade as his or her teammates.
  4. The player must not be more than 6 months older than the normal August 1st deadline.

Eighth Grade Over-Age Classic Player Policy
To provide an opportunity for competitive play for eighth graders who are older than the August 1 birth-year cutoff and thus not eligible for U14 competitive play nor high school play, MAYSA will create a U14-15 Classic division in spring for girls and in fall for mixed/boys. This will take the place of the U14 Classic division. U15-age grade players who participate in this division must be eighth graders.
Birth Date Guidelines
These guidelines are established by US Youth Soccer as a means of standardizing the age of players participating in leagues across the country.
Competitive players (participating in Classic, State, and Regional Leagues) must adhere to these guidelines without exception.
Recreational players may occasionally be granted exemption to these guidelines per MAYSA's Over Age Exemption Policy.

Coach Passes, and Certification or Licensure
Every coach in the MAYSA district MUST have:
  1. A coach pass card issued by the Wisconsin Youth Soccer Association
  2. A coaching certificate or license issued by the Wisconsin Youth Soccer Association

The coach is required to have a current coach pass card available to present to the referee to be on the team side of the field.

Player Registration
MAYSA has adopted the WIYouth Soccer Association By-laws, Rules, and Regulations on Player Registration which are as follows:
  1. A player may be registered with only one youth USSF affiliated team at a time.
  2. Once a player and a parent/guardian sign the individual player registration form and pay all or any portion of the clubs registration fee, that player is considered registered.
  3. Players may be eligible for a scholarship from MAYSA through the player's soccer club. See MAYSA's Financial Assistance Program.
  4. Once a player is registered and rostered (added to a team's official roster) that player is eligible to play.
Player Transfer Policy
A Player Transfer is the movement of a registered player, currently rostered to (or dropped from) a team, onto another team roster in the same registration year (August 1 – July 31). A transfer can be within the same Club or to a different Club. If different, then the ‘Releasing Club’ is the Club whose team the player wishes to leave. The ‘Accepting Club’ is the Club whose team the player wishes to join.

Some Clubs may have a policy to not reimburse, or to prorate fees, for players who transfer. Check with the releasing Club for their policy on reimbursement.

Policy Applicable to All Transfers:

  1. Once registered to a Club, players may only transfer once per year (August 1 - July 31).
  2. Each team is limited to accepting a total of three (3) transferred players per year (August 1 - July 31).
  3. Transfers over the limit must be approved by MAYSA, and completed by the state.
  4. New Players, upon registration, may be added to a team at any time and do not count toward the three-player transfer limit.

Transfer Window:
After a player is registered, that player may transfer to a different team within a window of time:
MAYSA Transfer Period 1: Date of original registration until 14 calendar days before the start of the Fall season.
MAYSA Transfer Period 2: End of Fall season to 14 calendar days before the start of Spring season.
Transfers requested within the MAYSA Transfer Periods must be processed by all parties within fifteen (15) days of receiving the request. Transfers outside those two windows will be considered on Appeal. (See below.)

Competitive Player Transfer to a team (Recreational or Competitive) in a DIFFERENT Club:

  1. Contact the Wisconsin Youth Soccer Association (888-328-9972) or see the WYSA Consolidated Policy Manual for details on their policy regarding Competitive transfers.
  2. Complete the WYSA Player Transfer Request Form and mail to WYSA with fee, per instruction.

Competitive Player Transfer to a team (Recreational or Competitive) in the SAME Club:
The movement to a different team within the same Club is tracked as a ‘Transfer’, however, no form is required. The Club’s registrar should inform MAYSA in writing of the transfer, which is subject to the rules pertaining to ALL transfers. The state completes the transfer in League One.

Recreational Player Transfer to a team (Recreational or Competitive) in a DIFFERENT Club:

  1. Please use the MAYSA Player Transfer Request Form.
  2. Once the form has been filled out in its entirety and signed by all parties indicated (including those of the Accepting and Releasing Clubs and teams), it should be submitted to the MAYSA office by mail, email, or fax.
  3. MAYSA completes the transfer in League One, subject to the rules pertaining to ALL transfers.

Recreational Player Transfer to a team (Recreational or Competitive) in the SAME Club:
The movement to a different team within the same Club is tracked as a ‘Transfer’, however, no form is required. The Club’s registrar should inform MAYSA in writing of the transfer, which is subject to the rules pertaining to ALL transfers. MAYSA completes the transfer in League One.

Transfer Appeal Process:
Players wishing to transfer outside of the Transfer Window (See above) are required to provide evidence of extenuating circumstances; examples include family re-location, player safety, etc.

    Appeals Procedure:
  1. Completion of Transfer request as detailed above.
  2. In addition, a written request in which the Player or Parent identifies the extenuating circumstances that are cause for the transfer request must accompany the MAYSA or WYSA Transfer Request form.
  3. If the player is from a Recreational league team, the request will be considered by the MAYSA Executive Director and brought to Board attention if necessary. Parents and Clubs will be notified of the outcome.
  4. If the player is from a Competitive league team, the request will be forwarded to the WYSA for their consideration along with the state Transfer Request form.

Roster Size Limits
All players must be listed on the team roster and must have completed an individual player registration form. The roster limits for the current season are:
U9 - U10 teams 12
U11 - U12 teams 14
U13 - U14 teams 18
U15 - U19 teams 22**

**A U15 team having a 22-Player roster may affect eligibility for State Championship/National Championship Series, according to current US Soccer Region 2 rules. Please contact the state if your team is planning to play in the State Championship before approving a 22-Player roster. (See clarification below.)

Otherwise, U15 - U19 teams may have 22 person rosters for play in MAYSA Leagues, however on game day, may only 'suit up' 18. Four players must be crossed off the game-day roster.
